I ran around and did some testing on a few of these and found the results to be pretty close to consistent, at least by ESO standards. What was interesting is that the buff does not appear to be percentage based, but a static number, perhaps based on your level?

Veteran Rank 8 - No Divines traits

Mage - provided 108 Max Magika
Tower - provided 100 Max Stamina
Lord - provided 106 Max Health

I tested Mage again on my level 13 Sorc and saw an increase from 477 to 504 Magika, an increase of 27 or 5.6%, which isn't consistent with the percentages seen by my Nightblade. While they are not uniform, it does appear to be based loosely on a 2-times your level. Again, background mechanics that aren't obvious and aren't truly consistent.

Overall this tells me one key thing. Divines. Likely not worth it.

The Divines trait on an Epic (purple) piece of gear provides 7% increase to Mundus Stone Effects. If you used this trait on 3 pieces of gear, and activated say, Tower for Stamina, you would gain 21 stamina total. That's a lot of traits for a small gain when compared to a trait light Impenetrable, which provides a static amount regardless of armor piece. I'll be typing up something more specific to Armor Traits elsewhere on the forum which I'll go more into all of this.
